I never considered Jay-Z to be the GOAT. I can appreciate his rapping ability, but he hasn't done anything to push the genre forward. When was Jay ever a trendsetter? His content was redundant, his concepts were ok, but again, nothing new. I do like the Black Album & Reasonable Doubt enough to call them classic albums, but thats not enough to be GOAT. You have to have positive impact on the culture of Hip Hop, and Jay has not done that artistically or otherwise.
 
American Gangster is a classic, that's the album that had me putting Jay-Z in my top 2. Jay-Z has dropped tons of hot songs after Black Album, his music hasn't always been great the last few years and Magna Carta was lazy but even his weaker albums are better then 90% of the new shit coming out now

Jay-Z's legend (lyrically) probably grew more after American Gangster, which I personally think is better then Black Album
