Nah @OmegaConflict is right. It's the Tri-Beam. It drains the user's life as it's used and can kill the user. The Dodon Ray is just the Crane Hermit's answer to the Kamehameha.

Theres no storyline reason for Cell to be there or to even be an option. You niggas need to get over it.
