First off you're reaching. Next if you're going to present a question please set a barometer the answer needs to be in order to counter the argument. You said will Jay make a album with the level of impact as MMLP but you never explained what impact MMLP had on rap. You're just using sales to justify impact, which is ignorant because there are many cases of artist not selling huge numbers out the gate but their music changing the game (rakim, BDP, NWA, etc). MMLP just solidified his career more or less not really change the game. Nelly use to put up large numbers but niggas will never sit here and say that nigga change the game. So to answer your question yes Jay z has made a record (BP) which in my view will stand up to time much more than MMLP due to production and also directed how most of these rap niggas styles.

Only impact it was was negative. It introduced a huge amount of "fans" who honestly don't now shit about hip hop but since eminem sells records and they like eminem, they somehow think they do. Not one successful artist has emulated eminem. Can anyone name a successful artist that has sampled one eminem song? It cracks me up how an album can sell 10 million records, supposedly, yet rarely do you hear any non-white publication mention one track from it. How many times have you hit a club and one track from MMLP get played? How many artist speak on how MMLP influenced them? Shit, how many artist have even acknowledged the album from a non-ass kissing perspective? I seen magazine spreads on Blueprint, Illmatic, Doggystyle, Chronic, OB4CL, you name it. Not once have I seen any unbiased writing about that album with Stan on it. Because that's basically what it is.
