Because the dude who believes he's Jesus will often harm themselves or other people and can often be helped with therapy and medication. A transgender person don't bother nobody and must go through extensive therapy in order to get approval to transition.

No, they really can't. In a normal society biological men don't walk into facilities designated for biological women and claim they belong there. In a normal society we recognize that "it's a boy/girl" is a declaration of biological sex, not "gender" because in a normal society we know that boy=young male human and man=adult male human as well as girl=young female human and woman=adult female human.

"gender" was never a term applied to humans until John Money's 1965 paper where he applied it and even then was largely ignored until the 2nd wave of feminism picked up on it and pushed it in the 70's. Prior to that we, as a society, had no concept of gender as applied to human beings. Gender was a term applied to language and nothing more.
