I don't think he tried to kill Tommy. But you can't simply rule it out either. Ghost had legitimate reasons to believe Tommy ordered the hit on him. And with the way Tommy was moving its not illogical to believe he'd go over there to possibly kill Tommy. Once Tommy explained things to him then shit changed.

He been ducking Ghost and ignoring his calls. When stuff happens to people a good percentage of the time it's someone close to you. The way Tommy was moving makes him look suspicious. Not that I believe he went there to kill him. But Ghost would look naive to totally eliminate Tommy.

Something couldve popped up unbeknownst to Ghost. If I were Ghost I'd definitely suspect him. Ghost should know firsthand about disloyalty word to Kanan.
