I don't think it's that. It's already been established that DBZ characters can destroy timespace barriers with their power. Vegeta is basically just doing a more violent version of what Buu did.

Piccolo has to have the same level of strength as ssj3 if he beat ssj2 powered gohan during training. He stay training mentally or physically when he's not babysitting pan so something gotta give.
