I think some people are missing the point with the DBZ villains.

Freiza didn't sandbagged for a couple reasons. For one, the thought of someone being more powerful than him was inconceivable, so he felt no need to go all out from the beginning. More importantly though, he didn't have good control of his full power, so he stayed away from using it. In both fights, Goku didn't beat Freiza because he was more powerful or more skilled. He beat Freiza by outlasting him. Freiza wasn't able to maintain his full capabilities long enough to kill Goku.

Cell's whole purpose was to prove that he a superior being. It wouldn't have made sense for him to kill off enemies before they were at their strongest. I'm not really sure how people don't understand that. It was pretty much the entire motivation behind the Cell games. In fact, outside of proving his superiority over the Z warriors, we don't even know if he had any other motivation.

I agree on cell, but why wouldn't frieza learn from his first fight with Goku? He was naturally more powerful than him and with training he was able to surpass him again in 4 months of training. I'm sure he remembers goku telling him he's not worth fighting anymore since he was getting weaker as the first fight went on.

His thought process should've changed after that but he was written as the same overconfident idiot. Best DBZ villain ever.

Vegeta was already stronger before he was cloned. That's why vegeta didn't think he could beat him. My opinion is based off of that. I don't know if people think kaoken is a permanent power boost,but it isn't.

He wasn't thinking like that. Remember Freiza is arrogant. When he realized he had the edge on Goku, he was more focused on trying to humiliate Goku than conserve power. Also, the power was new to him, so he probably didn't even know how bad he was at managing it. It makes sense that something like that would slip his mind in the heat of battle. Remember Goku didn't even pick up on it right away. Vegeta saw it way before him.

The Cell Games was just some extra shit, his real motivation was to fight and kill Goku, like the rest of Dr. Gero's machines.
