Pac knew that the GOV was after him since childhood, but he still fell for the trap set for him in NY. His manager Watani warned him and BIG warned, but Pac was just doing too much and got caught up, made a deal to get out and got caught up again before going back to court. I do agree with others though that had he not got into that fight, he may have been able to fulfill those year 2000 political aspirations fresh out of the pen. He had what it takes and at 29/30, would have been more well refined to deal with the responsibilities of being the "premier" Shakur.
Also, Watani had to protect Pac from the Crips in his earlier career due to a dispute, but due to him no longer being Pac's manager after the prison release, he could not protect him the second time and neither could Suge Knight.
