Batman makes sense because even though he's a loner, he has a lot of people and business to lose in a city who sees him as a more vigilante than hero.

Superman acts what he thinks inferior humans are as Clark Kent. He doesn't need to. He's basically a god. Kyropnite can be used on him just the same yet if not used against him, the enemy is hitting intensive care. It's not like the government can do anything unless they get their hands on it. But why fuck with a god like figure if he lives to protect the world.
