Jackson is great but he runs Tex Winter's shit, and always played with the #1 guy in the NBA with help in a big market.
But I think Pop is usually given too much leeway. Parker, Manu, and Duncan compliment each other perfect. They are great great players. So I think sometimes Pop gets too much credit, but I would still go with Pop, because he and the Spurs have the uncanny ability to make unknowns, very good players.

As much as I want to say Doc Rivers, I remember that Doc was a half-season away from getting fired before they got KG and Jesus. He's gotten better, yes. But elite....I can't say that.
