It's really more on the store owner than the cops though. The store owner was the one that told them that kid was committing fraud. They had to at least look into it before the kid got away. Now I don't know how they treated him afterwards, whether they investigated fairly or treated him like he was a proven criminal. But we can probably safely guess that it was the latter.
