The shit is fucked up on both ends, BUT the reason juvenile was created was because society recognized that people of a certain age could not fullynappreciate the fallout from their actions.

That is when it was white immigrants filling up the system.

But since the late 80s and 90s when it became obvious that it was Black children filling up the system they start phasing juvenile out , charging 13 14 10 yr old Black kids as adults for crimes. That is the racism in the system white people's reluctance or outright refusal to see Black children as children while White children are seen as such all the way into their early 20s.

So race has every bit to do with this situation. You can't separate race and the judicial system because the foundations of white psyche factor race into how they will engage .
