This is what I don't get: Cell regenerated himself when Goku transported him to King Kai's planet and blew it up then recouped with that brain particle left over, I get that, but how the hell was he able to regenerate when Goku shot that Kamehameha right in Cell's face and blew his entire upper body off?

In order to defeat Cell his entire body had to be destroyed, which means every single cell in his being. By leaving his legs undamaged he regenerated.
