No. Goku thought his fight with Cell could have gone either way, but he was confident that Gohan could beat him, so he conceded and let Gohan fight. When it looked like Gohan wouldn't come out of his shell Goku wanted to go fight seriously, but it was too late.

Cell was holding back up until the mini cells were spawned. Cell regeneration would have gassed goku early in the fight.

Goku was holding back too. I'm not saying Goku would have won. I'm not saying that Goku knew he would have won. I'm saying that Goku knew he hadn't given his all to the fight yet, but he was convinced that Gohan was the answer. Remember, when Piccolo checked him for that line of thinking? He came to understand his mistake. He didn't say "Oh shit, we're fucked because I can't beat Cell." He said "Krillin, give me a Sensu Bean, I'm going to take over."

This doesn't shit on anything and shows you don't understand what I was saying. I never made the claim that Goku could beat Cell or that he was more powerful than Cell, so I'm not sure what you posting a bunch of power levels that were even available to the characters means. And what goal posts am I moving. My original statement was

Zamasu just flat out outclassed Goku solo. There was no "I can take Sensu Bean and get back out there." He believed their only way of winning was fusing with Vegeta. With Cell, Goku believed he could put up a fight, but that Gohan was the better option. Yes, we all know Goku couldn't have won. Why not? Because even if he managed to somehow take out Perfect Cell, if he didn't completely annihilate Cell, he would have to deal with Super Perfect Cell and that would be too much. But Goku didn't know that at the time just like Goku didn't know that Cell's power level was 500 million points higher than his.

That makes no sense for the argument at hand. Again, those power levels don't come from scouter reading thats were taken throughout the fight. So Goku's power might have been 4 billion at the time of the fight. That doesn't mean he wasn't holding back or suppressing his level. It just means his maximum was 4 billion, and even that is shaky because we know that in DBZ, the characters can raise their power levels temporarily for attacks. And again, I was talking about what Goku thought at the time not was would have truly happened. Goku did not know Cell's power level.

And honestly, all that is moot anyway. You are throwing out the difference in power level as if that's be all and end all in who would have won the fight, and forgetting that Goku actually outmaneuvered and "beat" Cell. The reason Cell survived their skirmish was not due to his power advantage. It was due to his regeneration, or did you forget that Goku delivered an attack that would have been fatal for anyone that didn't have Namekian level regeneration.
 
So hit won't be holding back this time and will use his deadly attacks. Goku has gotten way stronger since then. This arc is shaping up to be great already.

He wasn't using his deadly attacks because killing was against tournament rules. That's why Goku said next time no holding back

Yea remember the attack he used on Frost? He didn't use that either. I think frost was still alive though but he was knocked out even after the tournament
