Don't get me wrong both of them did wonders for putting hip hop in the mainstream picture. But both were destructive to the culture as well. Allow me to demonstrate.
Pac made the Thug Life element of rap the most important aspect to an artist's identity. You couldnt get a deal in the mid to late 90's if you didn't have that hard element. But he also popularized the conscious aspect of the culture and managed to do it without sounding preachy.
Biggie made it cool for people to over exaggerate their past and act like drug kingpins when that wasn't their real life. Long as it was lyrical and witty, people were allowed to lie on wax when it suited them(Talib even spoke on this). Came up with the formula to get rich in rap
So fast forward to now. The game is fucked up and many of its ills can be traced back to Pac and Biggie. But who unwittingly did more damage?

Pac was real and on some real shit... movement type shit... after his passing the establishment couldnt have that or anyone like him again.. so they focused on the bs rap we have today..

Snoop dogg should'nt be mentioned with 2pac or biggie. He is a disgrace, i mean how do you from 2 of amerikas most wanted to "sweat" and "black and yellow". I know im a bit late, but i think too many people are arguing of things they dont know. When pac died, snoop admitted, him and pac had fallen out, not a big fall out, but were'nt talking because snoop said he loved biggie. Now pac was hurt, he stood up for snoop with the whole murder case/dre thing. Now thats fine snoop loved biggie... But biggie didn'nt have a comeback to hit em up, and thats real. I mean come on, your a famous rapper, and worldwide you just got dissed on a song saying your wife got fucked by your rival. Now truth be told, biggie realisticly would'nt have known what to do. Put yourself in BIGS "big" shoes.. if it was true, what was he meant to do? if he didnt have anything on pac, what was he meant to say? Was he meant to diss him subliminally? or diss him about things that werent true. And no, i dont know if pac did faith, but truth be told pac killed biggie off in that verse. It was either that he had no comeback because hit em up was too good, or because he had guilt about the shooting. The shooting itself is dodgy, in the vibe interview pac clearly says they didnt come near him, yet biggie in his interviews is like we ran to him to help him out. Why would pac lie about something like that? I dont want to cause a argument, saying biggie would ripp pac and pac would rip big, this is what got them both killed. Its true that biggie got killed because pac was killed. Biggie knew he was at risk the day pac got shot. Nas and pac squashed the beef before he died, pac saw nas, went to him, and nas reached for pacs hand. Pac was like if you love me dont reply to the record i diss you on, and they ended it there and then. As for whos better, the truth is, its personal opinion. Statistics will show tupac sold more, made more and did more. He made so many songs and unreleased ones its unbelieveable. Biggie i saw, as a freestyler, a rhymer, a person who was soleyl in the game for money. Pac touched every level, dear mama, ambitionz az a ridah, hail mary, hit em up, there all classics. I feel that no one has the right to say anything disrepectful to either of the 2. I just hate snoop, he acted as if he was the "G" but really he was backing out, snoop couldve done more to pull pac away from the beef, likewise puffy couldve done more to stop it all between pac and big too. But you dont see puffy disrespecting biggie now do you.
