i can't agree completely with this as far as the "institutionalized racism" part because you still got black folks being rejected for loans over and over who aren't immigrants from latin america or africa or west indies and you STILL got racial profiling with the police. the Civil Rights Act signed back in '68 or '69 had a clause that excluded certain institutions from prejudice and discrimination and law enforecment and the judicial system were just a couple of them.
