He's a Hip-Hop vocalist performing other people's artistry. Artist card is reserved for niggas who do their own art.

They also sold 10 million and the biggest hit to date is Dre singing Hey Ya...Outkast could very well be considered pop...that doesn't mean they're not hip hop but once you hit a certain amount of sales by definition you're pop.
