OP, I'd say it's whatever the person that decided to get in the relationship, calls it. If she labels it compromising I'll take her word for it.

Personally, "settling" has a more of a negative connotation than "compromising" and it implies that a person feels for whatever reason (physically, financially, intellectually etc) they're too good for the potential person and can do much better but they didn't feel like curving him/her for some reason (usually one redeeming factor) and decided to keep them.

On the other hand, compromising seems to suggest, that a person has met an individual that passes some or majority of the requirements they have and may possess some attributes that make up for what he/she lacks. Compromising doesn't seem to have the element of feeling superior to your significant other attached to it, that settling does.

I think most people, men and women compromise because it's rare for people to wait for or even meet someone that meets all their requirements.
