You gotta have been/lived in both places to compare East and the South. U got ur educated and common sense folks as well.

The level of poverty affects the level of education and the culture of folks. In the south, the levels are just more, hence the culture.

If in the east, 60 percent of the youth are uneducated and ignorant, in the south that percentage might be like 75-80%.
