I think she dies before its all said and done. My theory is Barbara Gordon is batgirl. Jim Gordon's daughter. I think this Barbara dies a tragic death and he names his daughter that as a tribute

I'm not sure when she dies in the comics (pre or post Batman's arrival) but the show is meant to end with Bruce taking the mantle as Batman.
Barbara Gordon is Batgirl (aka the daughter/niece of Commisioner Gordon depending on what origin version you read/follow)
