but i think you are missing the point...this is still a form of black on black...its just amplified by nationality an the history.

many many many Dominicans don't consider themselves black. they basically consider themselves mixed.

and there is no one drop rule in Latin America, they don't think like that. so it's not black on black it's mixed vs black.

most governments dont like haiti still because of the revolt that ran the french out and could have took over the whole damn island...then the river massacre happened......

Like a Jamaican person race is black; however, their culture is not similar to Negros in America. Hence, why they would not claim to be black because they are speaking from a cultural perspective and not race.

the un has passed resolutions on natural disasters relief they do exist.
