Under the old system fucking in a car, which is usually an indecent exposure and/or some type of lewdness offense is typically a tier 0 or 1. Under the current structure it's a tier 1, however it can be raised due to aggravating factors like a child witnessing the act. For that you would be a tier 2. Same for public urination or pretty much anything else that can get you on the registry: If a child witnesses the act or an adult takes extreme offense at the act, whether you did it intentionally or not, then you're going to be placed on a higher tier.

Usually Tier 1 (and 0 under the old structure) offenders aren't publicly viewable which is why you never see them in your searches.

Also, just a little something for you to think about: IIRC, less than 1% of all the people on the SOR for crimes against children ever re-offend. Looking up offenders in your area is pretty futile because, statistically, if someone is going to harm your child they're not currently registered and that's always been the case.
