You're right Chicago House had soul, but House music without soul isn't industrial music. It's music that's closer to European style House/techno where the black influences were downplayed. Original Chicago house had industrial influences, and some of them had an industrial sound. For instance, Ron Hardy often sampled Industrial tracks along with sped up soul samples and disco samples at the Muzic Box in Chicago during the early 1980s. And Industrial music itself is influenced and inspired by Black Jazz musicians such as Coltrane and Miles Davis.
Soul sampling figures heavily on Yeezus just like it did for Chicago house musicians, especially on the album's best tracks such as "Blood on the Leaves," "New Slaves," and "Bound 2." This is why it makes far more sense that Kanye would draw on House music than someone like Timbaland or Dj Premier. His production style and aesthetic has relied on soul-sampling more than any other Hip-Hop producer in Hip-Hop except for maybe RZA (who produces for this album). It's only logical that early House music would be an inspiration, particularly as a Chi-town native.
What your lamenting is not the absence of soul-sampling, but the absence of melody , choruses and hooks. The only kind of melody this album has comes from its samples, but it uses the samples in a way that the songs themselves aren't particularly melodic. Early House music was the same way.

I not lamenting on the absence of soul sampling, because soul is also in the deliverance of the singer and emcee which can make a song soulful for we all knew from the first album cuts and the producers on the album that the soul will be missing

not a terrible album because there are few gems. however, its very sloppy musically, the blends are horrible to the transition to the beat.
