When you look at the threads about Pac on the IC what are people talking about? Are they talking about how RU Still Down was a slept on classic album? Or are they talking about the shootings, Suge, Biggie dissing him subliminally, stepping to Nas in NY, etc. etc... insert off the mic antics here.
I'm not saying his music didnt play a part in his success. I'm saying that what separated Pac's album sales from Public Enemy or Wu-tang was the endless drama.

You can not compare 2011 with 92-96 different era. Plus these cats who get shot or catch cases now cant hold a match to the talent of Pac. The fact remains people may have learned of Pac through controversy but for many after listening to his music they became fans..
