Co-sign. 2 Live Crew are actually the first to ever cuss freely and excessively on records, going all the way back to 1986 ("We Want Some Pussy"). You could make a case for Too Short but I don't think anyone outside of his local area knew of him back in the mid 80s.

As for the question of this thread, Eazy-E without a doubt. Without him and N.W.A gangsta rap wouldn't even be that big and most people would probably piss in their pants for the thoughts of saying "fuck the police" in such a direct way.
