The drug war was a losing battle before even bush went into adminstration, so take Obama's dick out your mouth.

To be honest its the cheif of Police that has to answer for all of this, and his head of departments. It's because Cops have personal vendettas against the drug runners real personal to the point they will spend crazy amounts to monitor him, they would even give plea deals to hardened killers and etc just to get their man.

It looks good on the department to get the job done, rather than the cost or the means.

This shit goes on forever b, that's why the Police are just as bad as the men they are chasing because they both use any means neccesary to get their goals.
