The Earth gave the energy for the spirit bomb, Goku just held it and threw it, they did the hard part. Plus Vegeta still technically never lost to Goku regardless if he was weaker or not. Point is Goku wasn't the strongest Gohan was. And Gohan was going to finish Buu,but Gotenks fucked him up.
