Common sense isn't even necessary. The video flat out says that everyone from the Police Commisioner to the Mayor tried to have the tape blocked from released, but a federal judge ruled that it could be showed. So they didn't want you to see it, but it's news because regardless of what they wanted, legally they had no options to keep it from being seen.

Don't matter. While it gives cops less of a reason to do it they still gonna do it. They beat the fuck out of people for no reason all the time, if you just fit a suspect they can whoop your ass and get away with it. They had the dude down with two officers on top of him and I didn't see any struggling on the kids part. They didn't have to repeatedly punch and kick him past that point it's bullshit and it's a shame that nothing will happen but a paid 10 vacation.
