A black bank borrowing from the gov means the gov can then audit them whenever over and over with precision and pickinesss they don't apply to the nonblack banks..it's almost a death sentence to a black bank because they don't want them to exist anyway. So before they resort to that loan yes they will foreclose on your ass. ..it's still a bank. .. but in my experience they give you a ridiculous amount of time before it comes to that. If they don't get community support and or rich investors they don't last cause they gotta go to the gov sooner or later.
