Walton Goggins aka Shane is from the South, born in Birmingham and raised in Lithia Springs, Georgia (a suburb on the outskirts of Atlanta) so his accent may well be pretty close to that.

well in that case the obvious answer to your orginal question is that the writers obviously felt that the dialog + the drag shit + his accent = hilarity
