Latin America, as a culture, is more "welcoming" racially(yet still biased in many ways), so many of them are mixed, so they, rightfully so, identify by their national origin than some blanket racial term like "black"
There are so many superlightskin blacks in america who identify as "black" just because thats what we've been taught
I know way too many light, practically whiteskinned "black folks" who identify as "black", in latin america, its not BLACK because of the one drop(like the US), its everything else PLUS black. Its a different culture.
