Racism is discrimination or mistreatment on the basis of group membership (race), racists view members of other racial groups as members of their racial group first and foremost, not as individuals. The question implies that there is something about belonging to a particular race that makes someone racist. Even if most White people are racist, there are many Black people who are also racist and many Whites who are not, so there's nothing about being White that necessarily makes someone racist. There may also be a correlation between people who prefer green over blue and are racist but being racist isn't relevant to preferring green over blue.
