Does it really matter, point being they both sold gold initially. Not everyone's career is going to ark and peek at the same time, some people come out the gate swinging (50, Snoop, DMX) and some people find success later on.

Of course he was outselling Jay is 1996, that was Jay-z coming out year, he didn't have 5 years behind him like Pac. If you're gonna compare Pac and Jay compare them five years in.

5 years into Pac's career (91-96) before his death he sold 7 mil albums off (2pacalypse now, Strictly for my niggaz, Me against the world, and All eyez on me)

5 years into Jay-z's career (96 -2001) he sold 15 mil albums. Grant it Jay relased more albums, but Pac's double album doubled his sales

Actually sales in the 90s and the time where Pac died was really good, plus you didn't have to factor in the internet leaks like what Jay-z had to deal with. It was a much easier and safer time to sell records in the era where Pac was in, it's way more bootleggers in Jay-z era.
