I need to understand who you're talking about when you say "cruisers." If you're talking about people going 45 in the left lane on the interstate, I can see your point. However, if you're talking about people who have found the speed their comfortable with and are content with going that speed, your statements are way too general. Again, a person going 80 in a 65 isn't driving slow, and you can't assume that they aren't paying attention. However, if you're comparing them to one of these people who drives absolutely as fast as conditions will allow, that person would still be considered a cruiser.
The point I'm making is that the person driving 80 has every right to be in the fast lane, he/she doesn't have to move over to the slow lane because you want to push it to the limit. Now realistically, that might be the best thing to do because it's probably safer to let the speeder go by than force the speeder to bob and weave, but this argument you seem to be making that the speeder is the one that's the safer driver is ridiculous. You're kinda ignoring that the speeder is the one that's introducing the chaos and danger into the situation. Pile ups on the interstate don't happen because everyone is cruising along at 40-60 mph with decent space between all vehicles. Pile ups happen because there are some who are driving at 80-100 and either tailgating or using those spaces to circumnavigate traffic.
