People don't just get on Twitter and say, "Hmm, I wanna follow this and that artist". Those artist gain followers through activity. If your name is involved in something going on at the moment, whether a new song, mixtape, etc., people will follow you. J Cole ain't doing shit at the moment. Yeah he on tour, but anybody who is going to see him open up are most likely already following him as they are fans. So what will he do to gain these 44,000 followers?
