because if the certain events in ur life that caused u to react to something didnt happen, then u wudnt react. God created the law, and since it applies to all existence then we are subject to it (blessings or consequences). God didnt map out ur life in the way He wanted u to go, u make ur own choices, and he already knows what those choices will be since he exists outside of time and therefore knows the past present and future. u still chose to sin, so the law he created which applies to u means u will suffer some kind of way or another because of it, and he already knows how the movie ends.
if they truly have repented then yes their sins are wiped away. that was the whole point of jesus' life/death/resurrection. if theyre on sum "oh ill just go ahead n do this sin real quick n pray later. God will keep forgivin me." no thats not how it works. u must truly want God to be part of ur life and if u really mean it, the closer u get to God the less u will want to sin and the easier it will be to repent.
the longer u go without God in ur heart, the more hardened ur heart will be. the less u will feel God even tho He is all around us. That means doin all that dirt all ur life u'll either a)not care about God in the end or b)care but not be strong enough to follow with ur heart
