This is silly. Take #35. The executive mentions human capital. This is a concept that a person can invest in themselves (or a company can invest in training a person). This investment result in knowledge typically a college degree but it could be bomb disposal skills found in a army specialist.

A drug company that has a talent scientist has "human capital" invested in this scientist. They do not own the scientist but they are entitlement to his work while he is employed. If the scientist takes a new job with a different company then original company loses the future potential of this bright person. That lose is considered a lose of human capital.

Our government must contend, like any business, with the loss of human capitol. People retire and switch jobs all the time company's need to plan for this and be prepared to reinvest in their staff either through training or new hires.

#1 also takes great liberty with its sources. All that is mentioned in the lawsuit is the IRS is not a government agency, which it is not. It is a government bureau. The agency that runs the IRS is the US Treasury. The Treasury has several bureau or departments of which the IRS is a significant one.
