When LL and Kool Moe Dee were beefing, Kool Moe Dee sent out the first shot in 1987, they went back and forth a few rounds and LL didn't drop To Da Break Of Dawn until the spring of 1990 (it was on the House Party Soundtrack). The final diss was Death Blow by Kool Moe Dee which came out in 1991.
If that was the protocol then Biggie might have thought that their beef was going to take several rounds of back and forth. He might have expected the beef to take years.

So according to wikipedia, All Eyes On Me was released on Feb 11, 1996 while the EP containing Hit Em Up was released on June 16 (which by my recollection seems about right). 2Pac was shot on September 7, 1996.
2Pac was shot 83 days after Hit Em Up was released.
In comparison, Takeover was released on Sep 11, 2001 and Ether came out on December 4, 2001. Ether was released 84 days after Takeover
2Pac was shot 83 days after Hit Em Up was released and died on the 90th day.
Ether was released 84 days after Takeover was released.

If Biggie waited the exact same amount of time Nas waited to release Ether then 2Pac would have been laid out in the hospital when Big released his diss.
I stand by my original theory that 2Pac died before Biggie got a chance to respond.

It seems to me that Biggie could've destroyed Pac on wax, but he chose not to. I guess you could ask the same about why he didn't go after Nas, Jeru, Raekwon and Ghost, Craig Mack, etc.
Like KRS, Biggie was a natural battle rapper. So he gets dissed with "Hit Em Up" and does nothing but crack a few jokes and maybe a few subliminals?
The question has obviously come up before, and there are obvious rumors, but I can't remember any definitive answers. I know I'm missing something because it doesn't make much sense to me for Biggie to suddenly turn pacifist like that, so please enlighten a brother.

People super hypocritical and hard headed. Not getting on Biggie for not responding to the most disrespectful diss record ever when you supposed to be some top mc is completely contradictory to everything hip hop is about.
A lot of the people dick eating in the thread is the reason the rest of the country look at us like funny boys.

Big just didn't have the proper amount of time to address the situation. How hard is that to understand?
People use the "chess not checkers" analogy all the time. If somebody disses you like that you're not gonna rush to the studio and make a hasty diss (like Jay did with SupaUgly) You're gonna plan it out and strike accordingly. But Pac died while Big was in the process of responding.
