DC has changed alot since then, it's still fucked up in alot of places, but some of the old areas where niggas used to run wild they've cleaned up or are in the process of cleaning up....and here they could give a fuck about Alpo. Thats the wrong assumption to make.

The Feds look at the person who has the most power meaning people under their control that will do anything they say as the worst person. So the Feds when it came to DC, Wayne was looked at as worse than alpo. Wayne is the one who really had a crew of people that would do anything he told them to, alpo had to pay Wayne to get him to do his dirty work. If Wayne didn't want to do it there was nothing alpo could say or do to him because everything alpo had going on in DC was because of the power and sway Wayne had in the city.

Its the same reason the Feds hate people like Larry Hoover and Jeff Fort. When you can get people to kill for you off your word alone then the government views you as a direct threat to them because they want to be the only people who has that type of power over people.
