Decriminalize rape.

As a hypothetical dictator of America what would be your first priority: decriminalizing rape or eliminating fat people?

Primary priority is killing the undesirables: fats, mental/physical retards/defectives, useless old people, the homeless, orphans, those with incurable STDs, those with terminal genetic disorders, midgets, unneeded/unwanted babies/fetuses/embryos, and adults who can't support themselves.

Secondary to that would be decriminalization of various laws. And the tertiary goal would be reform.
