I think the cops shooting innocents is all a part of the grand scheme. Show just how savage they can be to shoot up innocent people without warning. I fully expect there to be many, many more innocent people shot or killed by these trigger happy cops.

The burning truck looks like a diversion, to get the cops to flood that area with their presence, meanwhile he's made his getaway in a completely different car. While the cops are on the manhunt in the mountains, he's on his way to his listed victims homes with very little in the way of a police presence in his way.

But... If dude is in the mountains, he may truly be off the grid... And he's lying in wait for them. They'll play right into his hands and many more cops will die before they finally take him out.
