People just assign meaning or "reason" to the random stuff that happens throughout life to make the concept of karma work once they've decided to believe it.
 
No. Karma is for simpletons. Everyone has their own idea on what it is, their moral code on what karma punishes and doesn't punish. Its really just something to comfort people when someone does them dirty and there is nothing they can do about it.

So little kids got cancer because of Karma right? Dr. Mengle tortured thousands of people and died a peacefull of death of old age surrounded by bad Brazillian bitches because of Karma right?

No. It's inevitable that things someone considers "good" or "bad" will happen to people throughout their lives.

Nothing is actually "coming back around"; since experiencing "good" and "bad" is merely an expected byproduct of living.

Now if people see someone they consider "good", they may be more inclined to try to help them than if they considered them "bad" and vice versa. But that's not "karma", it's just example of people responding to something based on what they've observed.
