Yeah I didnt say he was the first DJ from Philly (obviously not), I just wasnt sure if he invented the transformer scratch, like @BarryHalls pointed out Cash Money seems to of been the first but he did invent the 'chirp'... I believe Jeff was the first to put a transformer scratch on a record though???
Actually the first song with a transformer scratch was a song by Steady B called Bring The Beat Back. The DJ was Grand Dragon KD. It came out in 1986.

But Jazzy Jeff actually premiered the Transformer scratch in Union Square in November 1986. The routine was called Live @ Union Square and was later added to his I'm The DJ He's The Rapper album which came out in 1988.
But Fresh Prince named it the "Transformer Scratch" in a song called The Magnificent Jazzy Jeff on their first album which came out in 1987.

Another song worth mentioning is Use Me by Steady B. It came out in the fall of 1987. This might be some of the best scratching I've ever heard. The DJ was Tat Money.

So basically Grand Wizard Rasheen was the first Philly DJ and he taught Jazzy Jeff and Cash Money. Steady B had two DJs, Grand Dragon KD and Tat Money. Jazzy Jeff, Grand Dragon KD and Tat Money were the first DJs to transform on wax. Cash Money came a year later. There's a handful of Philly DJs that I named in my other post that were around at that time but for whatever reason they never made records.
For the record (no pun intended) They had a DJ contest in the New Music Seminar. The first year DJ Cheese from New Jersey won but the next 3 years were won by Philly DJs
