Actually according to D.Dot who was in the recording sessions, Biggie wrote all 4 verses on "Victory" and there is a reference track with him rapping all 4 verses. Jada did do ghostwriting for other songs on "No Way Out". If you actually listen to Puff's flow on the song it's clear. I agree that the Puff intro verse was dope but Big's Adlibs before his verse was even better. He's talking to the producer staying "Turn my mic down, the mic is low the music is loud" it's like he's warming up. Puff's verse then becomes kind irrelevent as you are waiting for the main event which is Big's verse. Listen to the instrumental without Puff to see my point. LOL @ Biggie saying "I"m fin to wil' out" and then proceeds to drop Classic Verses. anyways, "Victory" is one of the most Epic songs in rap history:
