All trades have to be approved by the leauge. That doesn't mean that the the only trades approved are the ones submitten. Not the case at all because plenty of trades get declined by teams all the time like how the GSW didn't wanna give up Steph Curry for cp3 yesterday. In this case one of the teams (NO) is owned by the league which makes the trade harder to do
