had to be the 60's and 70's. 90's weren't bad with hip hop and grunge. it also had the rise of pop and boy bands though.

I agree, every aspect of music had some dope shit.
Hip Hop, Funk, Soul, Pop, R&B, hell even Rock & Roll had hits in the 90's
I listen to everything in The 90's, I could turn on the radio and hear new shit I didn't hear and I would write it down and try to find it.
Now a days, they play the same rotation of songs all damn day, u barely hear new shit.
They played a mixture of songs, not just hip hop, not just r&b, not just pop and not just soul.
I remember one time listening to the radio and in this order was the songs played, 2pac- How Do U Want It, TLC - Creep, Luke - Doo Doo Brown, Junior M.A.F.I.A. - Get Money, Common - I Use To Love H.E.R., Wu-Tang Clan - C.R.E.A.M., Quad City DJ's - Ride The Train, Xscape - Just Kicking It, 2pac and Snoop Dogg - 2 of Amerikka's Most Wanted, 69 Boyz - Tootsie Roll, TLC - Red Light Special, Michael Jackson and Notorious B.I.G. - This Time Around, H-Town - Thin Line Between Love and Hate, D'Angelo - Brown Sugar, Nas - Street Dreams, Jay-Z - Feeling It (before he was known), Bone Thugs N Harmony - This Are The Days of Our Lives, Aaron Hall - I Miss You, Immature - Pleas Don't Go, Mista - Blackberry Molasses (a young Bobby Valentino), Da Brat - Funkafied, LL Cool J - Doin It, Outkast - Elevators, UGK - One Day, Master P - Bout It Bout It II, Mystikal - Here I Go, Smif N Weesun - Wreckonize, Michael Jackson - They Don't Care About Us (Hip Hop Version), The Fugees - Killing Me Softly, Dogg Pound - Let's Play House, Monica - Before You Walk Out My Life, Brandy - Sitting Up In My Room, Westside Connection - Bow Down, Black Eyed Peas - Joints & Jams (before all the fame), Rass Kass - Ghetto Fabulous, 2pac - California Love, Janet Jackson - Got Til It's Gone, Mariah Carey and ODB - Fantasy(Remix), Bone Thugs N Harmony - First of The Month, Immature - We Got It, TLC - Waterfalls, Notorious B.I.G. - One More Chance, Missy - I Can't Stand The Rain, Ginuwine - Pony, Crucial Conflict - Hay, Do or Die - Do You Wanna Ride, Twista - Get It Wet, R.Kelly - You Remind Me Of Something, Isley Brothers - Lets Lay Together, Keith Sweat - Nobody, BLACKstreet - Do Diggity, Roger Troutman and Zapp - Chocolate City, Janet Jackson - Runaway, New Edition - Hit Me Off, Whitney Houston and CeCe Winans - Count On Me, Mary J. Blige - Not Gon Cry, Aaliyah - At Your Best, 2pac - I Ain't Mad At Cha, Nas and Lauryn Hill - If I Ruled The World, Big Pun and Joe - I Don't Wanna Be A Player, The L.O.X. with Lil Kim and DMX - Money, Power, Respect, Mase - 24 Hours to Live, Puff Daddy and The Family - All About The Benjamins, Usher - You Make Me Wanna, R.Kelly and Ron Isley - Down Low.
Those was the days, u didn't hear the same song within 5 minutes, if u heard the song again it was like hours later.
Now the radio is dominated by 8 or 9 artists and the latest dance song out, that's why I don't listen to the radio anymore, I made cd's of my favorite songs of the 90's and I listen to my cd's.

I don't know about the best time in music period, but the 90's had some classic music. 1996 was my favorite year. These were all gems that year:

The Fugees- The Score

2Pac- All Eyez On Me, 7 Day Theory

OutKast- ATLiens

Jay Z- Reasonable Doubt

Nas- It Was Written

Foxy Brown- Ill Na Na

Lil' Kim- Hardcore

Ginuwine- The Bachelor

Aaliyah- One In A Million

112- 112

Dru Hill- Enter The Dru

I think Curtis Mayfield and The Isley Brothers came out of hiatus that year also. Curtis had New World Order and The Isley's had Mission To Please.

These were my favorite singles that year:

The Fugees- Ready or Not, Killin' Me Softly

2Pac- How Do You Want It, Hit Em Up, I Ain't Mad At Cha, Hail Mary

OutKast- ATLiens, Elevators

Goodie Mob- The Day After, Soul Food (remix) feat. 8Ball

Crucial Conflict- hay

Bone Thugs- Crossroads (remix)

LL Cool J- Loungin'

112- Only You (Remix) feat. Ma$e and Biggie

Nas- If I Ruled The World

Lost Boys- Renee

Case- Touch Me, Tease Me

Master P- Bout It II

Mystikal- Here I Go
