Black people can be prejudice they can't be racist. Most people's idea of "black racism" is name calling. Black people don't have the means to systemically act on their prejudice like whites and Asians can.
 
Everyone can be racist, what kind of question is this? White and Asian people committed the huge racial genocides/oppressions of human history though.
 
Yes...we conflate words but yeah well use the more common term racist

But.. there you can't possibly be racist vs the oppressor but anyone can be "racist"

It seems painfully obvious to me that the answer is yes, if we define racism as simply the hatred of other races (or even "racialism" as the belief in inherent differences among races).

That's how I usually define racism, even though I believe much less in the concept of race than most people do.

If we're talk about power (which is something a bit different, imo), then yes, it's a bit more complicated. Generally speaking, "whites" have been and continue to be in positions of power and have abused such power to oppress, in comparison to "blacks." Obviously, European colonialism is an easy example.

so It almost like asking... can a woman rape a man. Sure... you take some wild crazy b*tches in S.Africa team raping unsuspecting dudes .... sure... but does that happen on a global scale... no.

Interesting. I've been thinking about this as well. But are you saying that this is due to the inherent/essentialist nature of black people or more so due to black culture or history?

Anyone can show or feel discrimination or prejudice against people of other races, or believe that a particular race is superior to another.....

A question whose answer has no consensus, as you can clearly see. My general answer is an obvious yes, but I know of people who disagree. I just want to understand their reasoning. I can agree somewhat with some of their reasoning.

How would you explain the Americo-Liberians who ruled over ethnic Liberians as a dominant minority for nearly 100 yrs.
