You make a good point here. We can debate the effectiveness of any particular proposal, but Clinton and the Democrats will at least try to address the issue of police brutality. Trump and the Republicans are all about the police aren't doing anything wrong and that Blue Lives Matter. In other words, it is not an issue that they care about, and they are much, MUCH less likely to even try to do anything about it. If they do anything it will be to stiffen penalties for anti-cop violence.
Also, on the issue of mass incarceration, Hillary wants to adopt policies that reverse the trend. Did Bill Clinton contribute to it? Yes, he did, as did Obama early in his first term. But this wasn't a major issue back then; even many black folks wanted stiffer penalties. More important, Trump, "the law and order" candidate, won't reverse shit.
It is crazy to think that mass incarceration is a bad thing, and to (rightly) castigate the Clintons for contributing to it, on the one hand, and to advocate, on the other hand, that people not vote for either candidate when one candidate wants to do something about it and the other does not. If you care about it you should want to vote for the candidate that wants to do something about it.
