To answer the question. Without the hype you have an album that was filled with classic track after classic track.
You have 'Patiently Waiting' an all time classic collaboration feauturing the greatest white rapper of all time alongside the new up and comer that is about to shake the foundation of rap to it's core. This track didn't disappoint as you had two top rappers in their primes going at it bar for bar.
'In Da Club' is one of the greatest club hits of all time. Just put on the instrumental anywhere today and everyone will immediately start singing along to it. Phenomenal track and flawless performance by Curtis "50 Cent" Jackson.
"Many Men" One of the greatest tracks on the album, 50 shows that he's able to tell a story with emotion and passion as he delivers a deep and personal track.
"High All The Time" classic track about smoking weed from a rapper that doesn't even smoke weed but he knows how to put a track together for weed smokers everywhere. Damn that man is one talented writer and rapper.
"If I can't" classic track of 50's in which he rhymes over an uptempo beat letting you know if it can't be done by him then it cannot be done simply because he's better than you.
"What up Gangsta" A hard track on this album that 50 lets everyone know he's the hardest rapper in NYC without any question. Only complaint about this song, it didn't have a third verse.
"Backdown" The track that ended Ja Rule's career. One of the greatest diss tracks to ever be produced in the rap game. Had a classic hook and introduction as well as outroduction. Verses were all exceptional with witty and hardhitting disses throughout. Classis song by Curtis '50 Cent' Jackson.
"Gotta Make it to Heaven" Another gangsta track by the great 50 Cent in which he brags as only he can about his realness in the game. Proving himself to be not on the realest nigga in the game but the best rapper as well as he flows effortlessly and perfectly over the banging beat.
"Heat" hard beat by Dr. Dre and some of 50's hardest lyrics on this album. This nigga proved just how ruthless he can be on a track when he wants to be. Classic track and representative of gangsta rap to it's core.

400 degreez would be a classic album to me
it didn't have the hype of 2 of rap's biggest superstars behind it
and it was largely responsible for a whole region's dominance in the game
No Limit was already dominant before that ever came out. So what region dominance was it largely responsible for?
