I think there is some unclarity what this actually means...

Let me give you one example:

You owe $50,000 and own a $30,000 car. Your debtor wants the whole amount at once now and threatens to have your car seized and auctioned off.

You go to the court now and file for Chapter 11 reason being that if your car is taken away you can't go to work anymore which will prevent you from paying off the remaining $20,000 plus other debt you have.

Instead you offer to sell your $30,000 car, get a $10,000 one, pay off $20,000 and the remaining debt of $30,000 over the next 3 years through the salary of your job which you are now able to keep (that's the reorganisation plan).

You might very well be able to actually settle for a lower amount then the original $50,000 with the debtors since if liquidation becomes real they will never see the full amount and moreover you are willing to cooperate, saving everyone involved time and money by not appealing or stalling proceedings.

Just to give a bigger picture re Chapter 11:

Delta Air Lines filed for bankruptcy under Chapter 11 in 2005.

In 2010 Delta was the largest airline in the world by revenue.

American Airlines filed for Chapter 11 in 2011.

In 2014 American Airlines overtook Delta as the largest airline in the world.
